I was part of the team who created the site, and the site is based on “Tendu”.
More accurate - “Tendu” is the evolution of the basic theme of this site.

Currently the site is only in Hebrew, but the English (and basic pages in Russian, Arabic and Klingon) will be up soon.

Tendu screenshotTendu is a clean and simple wireframe theme, it supports all the major browsers and most importantly, supports the “i18n” package and RTL designs out-of-the-box.

The vision is to make it easier to develop new themes that support RTL languages as well as LTR languages and help developers avoid the handful of bugs this they encounter when trying to localize an existing theme or create a new one.

I’ve put up a demo site here.
